Col Slifer resigned as State Treasurer of the State of Penna to which he had been elected three times to accept the office of Secretary of the Commonwealth. Which office he filled during the Entire War. The Governor was away most of the time. So the Work of solving the various perplexing problems which the war opened up devolved on Col Slifer as Secretary of the State. Governor Curtin & Col McClure have frequently stated the success which attended the administration was due to the untiring zeal & wonderful knowledg- of Col Slifer. He was responsible for the suggestion of the Altoona Conference of War Governors, and handled the preparations for it. During the gloomy days of the War he was frequently sent for by Pres Lincoln to consult with him. He was the first private citizen to be tendered the use of a naval vessel to visit Europe.
